The Karnataka Film Chamber of Commerce on Sunday had held a meeting on Sunday and there it was decided that the producers will go on a hunger strike from the 01st of June.

The KFCC Had organised a meeting to discuss the ongoing problems faced by the Kannada film producers in Basanth Residence in Gandhinagar on Sunday. Many problems including hike in the Qube and the UFO systems, artistes going to small screen, channels not buying the satellite rights and other issues were discussed. There it was decided that if the problems are not solved, then the producers are ready to shutdown the film industry. Even before that the producers have decided to go on a 10 day strike from tomorrow (June 01st) and hunger strike after that and producers including Jayasimha Musuri, Krishnegowda and others have decided to sit on a strike in front of the KFCC. After that also, if the problems doesn't get solved then the producers are planning to stop the production of new films.

Many producers including Sa Ra Govindu, Jaggesh, K C N Kumar, Umesh Banakar Rajendra Singh Babu, B Vijayakumar, KCN Chandrashekar, Chinnegowdaru, Safire Venkatesh, A Ganesh, Praveen, Ba Ma Harish, BR Keshava, Chingari Mahaedeve, Exhibitor Venkatesh, Narasimhalu and others were present at the meeting.

The Bengaluru meeting of the joint action committee of the South Indian Film Chamber of Commerce and the digital service providers UFO and Qube has failed. The producers and film industries of South India including Kannada, Tamil, Telugu and Malayalam wanted the charges to be reduced by 25 percent. The DSP's ordered only 9 percent. 

The south Indian Film industries have therefore decided not to work with UFO and Qube from March. No new film will be given to these companies. Addressing the media this evening KFCC president Sa Ra Govindu said that from a low of Rs 50 the rates have now reached Rs 27,000 putting a huge burden on producers. The charges was unilaterally increased by the DSPs. He also said that there will be problem for sometime but they have to endure it. New DSPs have already come forward to provide the service at Rs 3,000-4,000 per theatre. This will be a huge relief compared to the Rs 27,000 charged now. 20 minutes of advertisements are also played but no money is given to producers. 

Films that are already in agreement will not be affected and will be released. Only new negotiations with UFO and Qube will not be held from March 2.

While the entire film industry has come to a grinding halt across the globe, the future looks bleak with the inevitable lockdown and social distancing measures to fight COVID-19, and its following effects in the coming days. 

When such is the case, the film business is bound to take its own time to bounce back to normalcy. However, the Kannada film industry has more reasons to worry since the release of its new films will entirely depend on how soon Chennai will be able to fight against the spread of coronavirus.

"Despite several requests, UFO and Qube, is yet to have operating centers in Bengaluru. As of now, such a facility is located in Chennai and the Kannada filmmakers are left with no option but to handover the digital content in person to them for uploading purpose," said film experts.

They further add that online transfer of censored film content is discouraged due to illegal hacking and online data theft. Hence, even Karnataka is declared safe from Coronavirus with no cases of COVID-19, the release of brand new Kannada film wholly depends on the situation of Chennai and how it fights the battle against the deadly virus.

Will the Kannada film producers take such a risk until the situation in Chennai comes under control, is another bigger question to be answered, they add. Presently, Chennai continues to be the worst affected cities due to coronavirus in Tamil Nadu.

Speaking to Chitraloka, Karnataka UFO GM Surendranath said, "We are aware about this problem. We will solve it soon."

The demand for dedicated uploading centres of digital cinema technology and solutions has gathered more support, so as to face difficult situations such as the outbreak of coronavirus, which makes it literally impossible to go to Chennai and other faraway places to get the film content uploaded for release purpose.

Until QUBE, UFO and others find a solution to this, Kannada film audience will be left with no choice but for watching re-run of the recently released movies which had to be stopped due to nationwide lockdown, which now stands extended till May 3.

From March 2, tomorrow, there will be new screening of films in Telangana and Andhra Pradesh. No new films will release in Tamil Nadu. There will not be screening of films in Kerala for one day and after that no new releases. In Karnataka four Kannada films Sarkar, Preetiya Rayabari, 3000 and Chinnada Gombe will release. But no new films will release after that. Also no non-Kannada films will be releasing in Karnataka. KFCC president Sa Ra Govindu announced that they are completely supporting the SIFCC. 

As of now only the four south Indian language film industries are supporting this demand against the digital service providers. A big film that releases across Karnataka will have to spend some Rs 50 to Rs 60 lakh on DSPs in a month. Smaller films too will have to spend the same amount if they want a wide release. This amount being paid to DSPs has seen a huge increase in the last few years. From a couple of thousand rupees per week per theater, it has reached up to Rs 27,000 per week per theatre. This applies even when there is only one show per day in that theatre. The producer who pays rent to the theater also pays for the DSPs. So the producer is sharing the income on his product with the theatres and DSPs apart from the investment he has made on the product itself. 

On the other hand the DSPs don't share the money they make from the advertisements shown during the film with the producers. All that the producers have asked is to reduce the rates to reasonable levels. It is just 25 percent. But DSPs who have created a monopoly are adamant. That's the reason for the deadlock.

The deadline to the decision to stop screening of films in South India from March 1 is nearing. The decision was first taken by Telugu Film Chamber of Commerce in December last year and was supported by the Tamil industry and finally the South Indian Film Chamber of Commerce. The Kannada film industry is yet to take a decision. But with the South Indian chamber supporting the cause it may follow suit. 

Major problems Chitraloka was told are these –

The problem is with digital service providers who beam the films to theatres via satellite. They are charging exorbitant charges allege film makers. The service providers like Qube and UFO have also locked theatres in a 10 years lease not allowing other provides to be deployed thereby creating a monopoly. Film makers have tried to settle the issue through talks but till now none of the service providers have come forward for talks it is said. 

The KFCC is expected to take a decision on the stopping of screening and film activities from March 1 shortly.

ದಕ್ಷಿಣ ಭಾರತ ಚಿತ್ರರಂಗ ಹಾಗೂ ಯುಎಫ್‍ಒ & ಕ್ಯೂಬ್ ಸಂಸ್ಥೆಗಳ ನಡುವಿನ ಬಿಕ್ಕಟ್ಟು ಬಗೆಹರಿದಿಲ್ಲ. ಎರಡೂ ಸಂಸ್ಥೆಗಳ ವಿರುದ್ಧ ಕನ್ನಡ, ತಮಿಳು, ತೆಲುಗು ಹಾಗೂ ಮಲಯಾಳಂ ಚಿತ್ರರಂಗಗಳು ಒಗ್ಗಟ್ಟಾಗಿಯೇ ಹೋರಾಟ ಆರಂಭಿಸಿವೆ. ಬೇರೆ ರಾಜ್ಯಗಳಲ್ಲಿ ಹೊಸ ಚಿತ್ರಗಳ ಬಿಡುಗಡೆ ತಡೆಹಿಡಿದು 2 ವಾರ ಪೂರೈಸಿದೆ. ಕರ್ನಾಟಕದಲ್ಲಿ ಮೊದಲ ವಾರ. ಈ ವಾರ ಬಗೆಹರಿಯಬಹುದು ಎಂದುಕೊಂಡಿದ್ದವರಿಗೀಗ ನಿರಾಸೆ. ಯುಎಫ್‍ಒ ಮತ್ತು ಕ್ಯೂಬ್ ಸಂಸ್ಥೆಗಳು ಹಠಮಾರಿತನದ ಧೋರಣೆಯಿಂದ ಹಿಂದೆ ಸರಿಯುತ್ತಿಲ್ಲ. ಹೀಗಾಗಿ ಈ ವಾರವೂ ಯಾವುದೇ ಹೊಸ ಚಿತ್ರ ಬಿಡುಗಡೆ ಇಲ್ಲ.

ಬೆಂಗಳೂರಿನ ಚಲನಚಿತ್ರ ವಾಣಿಜ್ಯ ಮಂಡಳಿ ಸಭೆಯಲ್ಲಿ ತಮಿಳು ನಿರ್ಮಾಪಕರ ಸಂಘದ ಅಧ್ಯಕ್ಷ ವಿಶಾಲ್, ಉಪಾಧ್ಯಕ್ಷ ಪ್ರಕಾಶ್ ರೈ, ಕನ್ನಡ ನಿರ್ಮಾಪಕರ ಸಂಘದ ಅಧ್ಯಕ್ಷ ಮುನಿರತ್ನ ಅವರ ಜೊತೆ ಕರ್ನಾಟಕ ಚಲನಚಿತ್ರ ವಾಣಿಜ್ಯ ಮಂಡಳಿ ಅಧ್ಯಕ್ಷ ಸಾ.ರಾ.ಗೋವಿಂದು ಸಭೆ ನಡೆಸಿದರು. ಸಭೆಯ ನಂತರ ಮಾತನಾಡಿದ ಸಾ.ರಾ.ಗೋವಿಂದು, ಈಗ ಪ್ರದರ್ಶನವಾಗುತ್ತಿರುವ ಚಿತ್ರಗಳಿಗೆ ಯಾವುದೇ ತೊಂದರೆ ಇಲ್ಲ. ಆದರೆ, ಹೊಸ ಚಿತ್ರಗಳ ಬಿಡುಗಡೆ ಇಲ್ಲ ಎಂದು ಸ್ಪಷ್ಟಪಡಿಸಿದರು.

ತಮಿಳುನಾಡಿನಲ್ಲಿ ಸಿನಿಮಾ ಕುರಿತ ಎಲ್ಲ ಚಟುವಟಿಕೆಯನ್ನೂ ಸ್ಥಗಿತಗೊಳಿಸಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಆದರೆ, ಕರ್ನಾಟಕದಲ್ಲಿ ಸಿನಿಮಾ ಬಿಡಗಡೆ ಹೊರತುಪಡಿಸಿ ಉಳಿದ ಕೆಲಸಗಳು ನಡೆಯಲಿವೆ. ಯುಎಫ್‍ಓ ಮತ್ತು ಕ್ಯೂಬ್ ಸಂಸ್ಥೆಗಳ ಜೊತೆಗಿನ ಮಾತುಕತೆ ಮುರಿದುಬಿದ್ದಿದ್ದು, ಪರ್ಯಾಯ ಸಂಸ್ಥೆಯನ್ನೇ ಹುಟ್ಟಿಹಾಕಲು ಚಿಂತನೆ ನಡೆದಿದೆ.

ಒಂದಲ್ಲಾ.. ಎರಡಲ್ಲಾ... ಸಿನಿಮಾ ರಿಲೀಸ್ ಆಗಿದೆ. ಅದ್ಭುತ ಎನ್ನಿಸುವಂತಹ ಪ್ರತಿಕ್ರಿಯೆಗಳು ವ್ಯಕ್ತವಾಗುತ್ತಿವೆ. ಚಿತ್ರ ನೋಡಿದ ಪ್ರೇಕ್ಷಕರು, ವಿಮರ್ಶಕರು, ಚಿತ್ರವನ್ನು ಮೆಚ್ಚಿಕೊಂಡಿದ್ದಾರೆ. ಮತ್ತೊಂದು ರಾಮಾ ರಾಮಾ ರೇ ಆಗುವ, ಅದನ್ನೂ ಮೀರಿಸುವ ಸುಳಿವು ನೀಡಿದೆ ಒಂದಲ್ಲಾ.. ಎರಡಲ್ಲಾ.. ಆದರೆ ಚಿತ್ರಕ್ಕೆ ಟೆಕ್ನಿಕಲ್ ಪ್ರಾಬ್ಲಂ. 

ಚಿತ್ರವನ್ನು ಥಿಯೇಟರುಗಳಲ್ಲಿ ಪ್ರದರ್ಶನ ಮಾಡುವ ಯುಎಫ್‍ಓ ಸಂಸ್ಥೆಯ ತಾಂತ್ರಿಕ ಸಮಸ್ಯೆಯಿಂದಾಗಿ, ಚಿತ್ರದ ಸುಮಾರು 60 ಶೋಗಳು ರದ್ದಾಗಿವೆ. ಶಿವಮೊಗ್ಗ, ಮಣಿಪಾಲ್, ಮಂಗಳೂರು ಸೇರಿದಂತೆ ಹಲವಾರು ಕಡೆ ಚಿತ್ರ ಪ್ರದರ್ಶನ ಆಗಿಲ್ಲ.

ಸತ್ಯಪ್ರಕಾಶ್ ನಿರ್ದೇಶನದ ಸಿನಿಮಾಗೆ ಉಮಾಪತಿ ನಿರ್ಮಾಪಕರು. ಒಂದು ಹಸು ಹಾಗೂ ಒಬ್ಬ ಪುಟ್ಟ ಹುಡುಗನ ಮೂಲಕ, ವಿಭಿನ್ನ ಸಂದೇಶ ಇರುವ ಸಿನಿಮಾ ನೀಡಿರುವ ನಿರ್ದೇಶಕ, ನಿರ್ಮಾಪಕರು ಈಗ ಯುಎಫ್‍ಓ ಸಂಸ್ಥೆಯ ವಿರುದ್ಧ ಸಿಟ್ಟಾಗಿದ್ದಾರೆ.

ನಾಳೆ ಅಂದರೆ ಮಾರ್ಚ್ 9ನೇ ತಾರೀಕು, ನಿಮಗೆ ಯಾವುದೇ ಸಿನಿಮಾ ಥಿಯೇಟರ್‍ನಲ್ಲಿ ನೋಡೋಕೆ ಸಾಧ್ಯವಿಲ್ಲ. ಎಲ್ಲ ಚಿತ್ರಮಂದಿರಗಳಲ್ಲೂ ಚಿತ್ರ ಪ್ರದರ್ಶನ ಬಂದ್. ಈಗ ಪ್ರದರ್ಶನವಾಗುತ್ತಿರುವ ಚಿತ್ರಗಳೂ ನಾಳೆ ಅಂದರೆ ಶುಕ್ರವಾರ ಪ್ರದರ್ಶನ ಮಾಡೋದಿಲ್ಲ. ಯಾವುದೇ ಹೊಸ ಸಿನಿಮಾ ರಿಲೀಸ್ ಆಗುವುದಿಲ್ಲ. 

ಇದೆಲ್ಲ ನಡೆಯುತ್ತಿರುವ ಯುಎಫ್‍ಓ ಮತ್ತು ಕ್ಯೂಬ್ ಸಂಸ್ಥೆಗಳ ವಿರುದ್ಧದ ಹಠಮಾರಿತನದ ವಿರುದ್ಧ. ಚಿತ್ರಮಂದಿರಗಳಲ್ಲಿ ಸಿನಿಮಾ ಪ್ರದರ್ಶನದ ತಾಂತ್ರಿಕ ಸೇವೆ ಒದಗಿಸುವ ಸಂಸ್ಥೆಗಳು ದುಬಾರಿ ಶುಲ್ಕ ವಿಧಿಸುತ್ತಿದ್ದು, ಇದನ್ನು ಕಡಿಮೆ ಮಾಡುವ ಚಿತ್ರ ನಿರ್ಮಾಪಕರ ಬೇಡಿಕೆಗೆ ಮಣಿದಿಲ್ಲ. ಹೀಗಾಗಿ ಚಿತ್ರರಂಗ ಈ ನಿರ್ಧಾರ ಕೈಗೊಂಡಿದೆ.

ತಮಿಳು, ತೆಲುಗು ಹಾಗೂ ಮಲಯಾಳಂ ಚಿತ್ರಗಳ ಬಿಡುಗಡೆ ಕಳೆದ ವಾರದಿಂದಲೇ ಬಂದ್ ಆಗಿದೆ. ತಾಂತ್ರಿಕ ಸಮಸ್ಯೆ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಕನ್ನಡ ಚಿತ್ರರಂಗ ಈ ವಾರದಿಂದ ಹೊಸ ಚಿತ್ರಗಳ ಬಿಡುಗಡೆ ಸ್ಥಗಿತ ಮಾಡಿದೆ.

ಅಂದಹಾಗೆ ಚಿತ್ರ ಪ್ರದರ್ಶನ ಬಂದ್ ಅನ್ವಯವಾಗುವುದು ಕನ್ನಡ ಚಿತ್ರಗಳಿಗೆ ಮಾತ್ರ. ಇವುಗಳನ್ನು ಹೊರತುಪಡಿಸಿ ಪ್ರದರ್ಶನಗೊಳ್ಳುತ್ತಿರುವ ಬೇರೆ ಭಾಷೆಯ ಚಿತ್ರಗಳಿಗೆ ಇದರಿಂದ ಯಾವುದೇ ಸಮಸ್ಯೆ ಇಲ್ಲ. ಅವುಗಳ ಪ್ರದರ್ಶನಕ್ಕೆ ತೊಂದರೆ ಇಲ್ಲ ಎಂದು ಸ್ಪಷ್ಟಪಡಿಸಿದ್ದಾರೆ ಕರ್ನಾಟಕ ಚಲನಚಿತ್ರ ವಾಣಿಜ್ಯ ಮಂಡಳಿ ಅಧ್ಯಕ್ಷ ಸಾ.ರಾ.ಗೋವಿಂದು. ನಿರ್ಮಾಪಕರು, ವಿತರಕರು ಹಾಗೂ ಪ್ರದರ್ಶಕರು ಈ ಬಂದ್‍ಗೆ ಬೆಂಬಲ ನೀಡುವಂತೆ ಮನವಿ ಮಾಡಿದ್ದಾರೆ.

ಮಾರ್ಚ್ 1, ಚಿತ್ರಮಂದಿರಗಳಲ್ಲಿ ಸಿನಿಮಾ ಪ್ರದರ್ಶನ ಇರಲ್ಲ. ಆ ದಿನ ಕನ್ನಡವೂ ಸೇರಿದಂತೆ ತಮಿಳು, ತೆಲುಗು, ಮಲಯಾಳಂ ಭಾಷೆಯ ಸಿನಿಮಾ ನೋಡೋಕೆ ಆಗಲ್ಲ. ಯಾವುದೇ ಸಿನಿಮಾ ಪ್ರದರ್ಶನ ಇರಲ್ಲ. ಇದು ಕೇವಲ ಕನ್ನಡದ ಮಾತಾಯಿತು. ತಮಿಳು, ತೆಲುಗು ಹಾಗೂ ಮಲಯಾಳಂ ಭಾಷೆಯ ಸಿನಿಮಾಗಳು ಅದಾದ ನಂತರವೂ ಪ್ರದರ್ಶನವಾಗದೇ ಇರಬಹುದು. ಅಂದಹಾಗೆ ಇದು ಕೇವಲ ಬೆಂಗಳೂರಿನ ಕಥೆಯಲ್ಲ, ತಮಿಳುನಾಡು, ಆಂಧ್ರಪ್ರದೇಶ, ಕೇರಳ ಸೇರಿದಂತೆ ಯಾವ ರಾಜ್ಯದಲ್ಲೂ ಸಿನಿಮಾ ಪ್ರದರ್ಶನ ಆಗುವುದಿಲ್ಲ.

ಇಷ್ಟಕ್ಕೂ ಕಾರಣವೇನು ಗೊತ್ತಾ..? ದಕ್ಷಿಣ ಭಾರತದ ಚಿತ್ರೋದ್ಯಮ ನೇರವಾಗಿ ಸಿನಿಮಾ ಪ್ರಸಾರ ಸಂಸ್ಥೆ ಕ್ಯೂಬ್, ಯುಎಫ್‍ಓ ವಿರುದ್ಧ ಸಮರ ಸಾರಿಬಿಟ್ಟಿವೆ. ಕಾರಣ ಇಷ್ಟೆ, ಈ ಎರಡೂ ಸಂಸ್ಥೆಗಳು ಥಿಯೇಟರುಗಳಲ್ಲಿ ಸುಮಾರು 10 ವರ್ಷಗಳಿಂದ ಏಕಸ್ವಾಮ್ಯ ಸಾಧಿಸಿಬಿಟ್ಟಿವೆ. ಈ ಸಂಸ್ಥೆಗಳಿಗಿಂತ ಕಡಿಮೆ ಬೆಲೆಗೆ ಪ್ರಸಾರ ವ್ಯವಸ್ಥೆ ಮಾಡುವ ಸಂಸ್ಥೆಗಳಿದ್ದರೂ, ಅವಕಾಶ ಕೊಡುತ್ತಿಲ್ಲ. ಅಷ್ಟೇ ಅಲ್ಲ, ಸಿನಿಮಾ ಪ್ರದರ್ಶನ ವೇಳೆ ಪ್ರಸಾರ ಮಾಡುವ ಜಾಹೀರಾತುಗಳಲ್ಲಿಯೂ ಚಿತ್ರ ನಿರ್ಮಾಪಕರಿಗೆ ಪಾಲು ಸಿಗುತ್ತಿಲ್ಲ. ಒಂದು ಕಡೆ ಚಿತ್ರ ನಿರ್ಮಾಪಕರಿಂದ ಸಿನಿಮಾ ಪ್ರಸಾರಕ್ಕೆ ದುಬಾರಿ ಶುಲ್ಕ ಪಡೆಯುವುದಲ್ಲದೆ, ಮತ್ತೊಂದು ಕಡೆಯಿಂದ ಜಾಹೀರಾತಿನ ಮೂಲಕವೂ ಹಣ ಪಡೆಯುತ್ತದೆ. ಆದರೆ, ಅದರಲ್ಲಿ ಸರಿಯಾದ ಹಂಚಿಕೆ ನಡೆಯತ್ತಿಲ್ಲ ಎನ್ನುವುದು ನಿರ್ಮಾಪಕರ ದೂರು.

ಈ ಕುರಿತು ದಕ್ಷಿಣ ಭಾರತ ಫಿಲ್ಮ್ ಚೇಂಬರ್ ನೋಟಿಸ್ ನೀಡಿದ್ದರೂ, 4 ತಿಂಗಳಿಂದ ಅದಕ್ಕೆ ಸ್ಪಂದಿಸಿರಲಿಲ್ಲ. ಹೀಗಾಗಿ ಮಾರ್ಚ್ 1ರಂದು ಚಿತ್ರಮಂದಿರಗಳಲ್ಲಿ ಪ್ರದರ್ಶನ ಬಂದ್ ಮಾಡುವ ನಿರ್ಧಾರ ತೆಗೆದುಕೊಳ್ಳಲಾಗಿದೆ. ಕರ್ನಾಟಕ ಫಿಲ್ಮ್ ಚೇಂಬರ್ ಕೂಡಾ ಈ ಬಂದ್‍ಗೆ ಬೆಂಬಲ ನೀಡಿದೆ. ಆದರೆ, ಬೇರೆ ಭಾಷೆಗಳವರು ಮಾರ್ಚ್ 1 ರ ನಂತರವೂ ಪ್ರದರ್ಶನ ನಿಲ್ಲಿಸಲಿದ್ದಾರೆ. ಕನ್ನಡ ಚಿತ್ರಗಳು ಮಾರ್ಚ್ 1ರಂದು ಮಾತ್ರ ಪ್ರದರ್ಶನ ನಿಲ್ಲಿಸಲಿವೆ.

ಫೆಬ್ರವರಿ 16ರಂದು ಚೆನ್ನೈನಲ್ಲಿ ಈ ಕುರಿತು ಎಲ್ಲ ಒಕ್ಕೂಟಗಳೂ ಸಭೆ ನಡೆಸಲಿವೆ. ಯುಎಫ್‍ಓ, ಕ್ಯೂಬ್ ಸಂಸ್ಥೆಗಳ ಪ್ರತಿನಿಧಿಗಳೂ ಆ ಸಭೆಯಲ್ಲಿ ಭಾಗವಹಿಸಲಿದ್ದಾರೆ. ಅದಾದ ನಂತರ ಫೆಬ್ರವರಿ 19ರಂದು ಬೆಂಗಳೂರಿನಲ್ಲಿ ಅಂತಿಮ ಸಭೆ ನಡೆಯಲಿದೆ. ಒಟ್ಟಿನಲ್ಲಿ ಸಿನಿಮಾ ಪ್ರದರ್ಶನ ಇಲ್ಲದ ದಿನಗಳಂತೂ ಮಾರ್ಚ್‍ನಲ್ಲಿ ಕಾದಿವೆ. ಅಕಸ್ಮಾತ್, ಹಣಕಾಸಿನ ಹಂಚಿಕೆ ವ್ಯವಹಾರ, ಸೇವಾಶುಲ್ಕ ಕಡಿತಗೊಳಿಸುವ ವಿಚಾರದಲ್ಲಿ ಒಮ್ಮತ ಮೂಡಿದರೆ, ಸಿನಿಮಾ ಪ್ರದರ್ಶನ ಎಂದಿನಂತೆ ಮುಂದುವರಿಯಬಹುದು. 

ಕಳೆದ ವಾರ ಕನ್ನಡದ ಯಾವುದೇ ಹೊಸ ಸಿನಿಮಾ ಬಿಡುಗಡೆ ಆಗಿರಲಿಲ್ಲ. ಕ್ಯೂಬ್ ಹಾಗೂ ಯುಎಫ್‍ಓ ಸಂಸ್ಥೆಯ ಏಕಸ್ವಾಮ್ಯದ ವಿರುದ್ಧ ಸಮರ ಸಾರಿದ್ದ ದಕ್ಷಿಣ ಭಾರತ ಚಿತ್ರರಂಗ ಹೊಸ ಸಿನಿಮಾ ಬಿಡುಗಡೆಯನ್ನೇ ನಿಲ್ಲಿಸಿತ್ತು. ಆರಂಭದಲ್ಲಿ ಹಠಮಾರಿತನ ತೋರಿಸಿದ್ದ ಎರಡೂ ಸಂಸ್ಥೆಗಳು ಈಗ ಮಾತುಕತೆ ಅಂಗಳಕ್ಕೆ ಬಂದಿವೆ. ನಿರ್ಮಾಪಕರ ಬೇಡಿಕೆಗೆ ಸ್ಪಂದಿಸುವ ಭರವಸೆ ಕೊಟ್ಟಿವೆ. ಹೀಗಾಗಿ ಹೊಸ ಸಿನಿಮಾ ಬಿಡುಗಡೆಗೆ ನಿರ್ಬಂಧ ಹಾಕಿಕೊಂಡಿದ್ದ ಚಿತ್ರರಂಗ ಈಗ ಹೊಸ ಸಿನಿಮಾಗಳ ಬಿಡುಗಡೆಗೆ ತಾತ್ಕಾಲಿಕ ಗ್ರೀನ್ ಸಿಗ್ನಲ್ ಕೊಟ್ಟಿದೆ.

ಹೀಗಾಗಿ ಈ ವಾರ ಅಂದರೆ ಮಾರ್ಚ್ 16ರಂದು 3 ಸಿನಿಮಾಗಳು ಬಿಡುಗಡೆಯಾಗುತ್ತಿವೆ. ದಂಡುಪಾಳ್ಯ 3, ಇದಂ ಪ್ರೇಮಂ ಜೀವನಂ, ನಂಗಿಷ್ಟ ಚಿತ್ರಗಳು ಚಿತ್ರಮಂದಿರ ಪ್ರವೇಶಿಸಲಿವೆ. ಅಂದಹಾಗೆ ಇದು ತಾತ್ಕಾಲಿಕ ಪರಿಹಾರವಷ್ಟೆ. ಅಂತಿಮ ತೀರ್ಮಾನ ಇನ್ನೂ ಹೊರಬಿದ್ದಿಲ್ಲ. ಸಂಧಾನ ನಡೆದು, ಚಿತ್ರ ನಿರ್ಮಾಪಕರ ಬೇಡಿಕೆಗೆ ಕ್ಯೂಬ್ & ಯುಎಫ್‍ಓ ಸಂಸ್ಥೆಗಳು ಮಣಿಯಬೇಕಷ್ಟೆ. ಏಕೆಂದರೆ, ಎರಡೂ ಸಂಸ್ಥೆಗಳು ದಕ್ಷಿಣ ಭಾರತದ ಎಲ್ಲ ಭಾಷೆಗಳ ಚಿತ್ರಗಳ ಮೇಲೆ ದುಬಾರಿ ಶುಲ್ಕ ವಿಧಿಸುತ್ತಿವೆ. ಹಿಂದಿ ಹಾಗೂ ಇಂಗ್ಲಿಷ್ ಚಿತ್ರಗಳಿಗೆ ಹೋಲಿಸಿದರೆ, ಪ್ರಾದೇಶಿಕ ಭಾಷೆಗಳಿಗೆ ವಿಧಿಸುತ್ತಿರುವ ಶುಲ್ಕ 10 ಪಟ್ಟು ಹೆಚ್ಚು. ಹೀಗಾಗಿಯೇ ಕನ್ನಡ, ತೆಲುಗು, ತಮಿಳು ಹಾಗೂ ಮಲಯಾಳಂ ಚಿತ್ರರಂಗಗಳು ಒಗ್ಗಟ್ಟಿನಿಂದ ಯುಎಫ್‍ಒ ಹಾಗೂ ಕ್ಯೂಬ್ ಸಂಸ್ಥೆಗಳ ವಿರುದ್ಧ ಸಮರ ಸಾರಿದ್ದವು.

ಸದ್ಯಕ್ಕೆ ಬಿಡುಗಡೆಯಾಗುತ್ತಿರುವ ಮೂರೂ ಚಿತ್ರಗಳು ಹಳೆಯ ಬಾಡಿಗೆಯನ್ನೇ ಈ ಸಂಸ್ಥೆಗಳಿವೆ ನೀಡಲಿವೆ. ಆದರೆ, ಇದಕ್ಕೆ 15 ದಿನಗಳ ಗಡುವು ಮಾತ್ರ. ಆನಂತರ ಈ ಚಿತ್ರಗಳ ಶೇ.50ರಷ್ಟು ಹಣವನ್ನು ಈ ಸಂಸ್ಥೆಗಳು ಆ ನಿರ್ಮಾಪಕರಿಗೆ ವಾಪಸ್ ನೀಡಬೇಕು. 15 ದಿನಗಳ ಒಳಗೆ ಸಮಸ್ಯೆ ಬಗೆಹರಿಯದೇ ಇದ್ದರೆ, ಪರ್ಯಾಯ ವ್ಯವಸ್ಥೆ ಮಾಡಿಕೊಳ್ಳಲು ಫಿಲಂ ಚೇಂಬರ್ ನಿರ್ಧರಿಸಿದೆ. ಈಗಾಗಲೇ ಇನ್ನೊಂದು ಸಂಸ್ಥೆಯ ಜೊತೆಗೆ ಮಾತುಕತೆಯೂ ಶುರುವಾಗಿದೆ ಎಂದು ಫಿಲಂ ಚೇಂಬರ್ ಅಧ್ಯಕ್ಷ ಸಾ.ರಾ.ಗೋವಿಂದು ತಿಳಿಸಿದ್ದಾರೆ.  ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ನಿರ್ಮಾಪಕರಿಗೆ ತೊಂದರೆ ಹಾಗೂ ನಷ್ಟವಾಗಲು ಬಿಡುವುದಿಲ್ಲ ಎಂದು ಗೋವಿಂದು ಭರವಸೆ ಕೊಟ್ಟಿದ್ದಾರೆ.

ಎಲ್ಲವೂ ಅಂದುಕೊಂಡ ತೀರ್ಮಾನದಂತೆಯೇ ಆಗಿದ್ದರೆ, ಇಂದಿನಿಂದಲೇ ಯಾವುದೇ ಹೊಸ ಸಿನಿಮಾ ಪ್ರದರ್ಶನ ಇರುತ್ತಿರಲಿಲ್ಲ. ಬಹುತೇಕ ದಕ್ಷಿಣ ಭಾರತದ ಎಲ್ಲ ಭಾಷೆಯ ಸಿನಿಮಾ ವಾಣಿಜ್ಯ ಮಂಡಳಿಗಳೂ ಯುಎಫ್‍ಓ ಮತ್ತು ಕ್ಯೂಬ್ ಸಂಸ್ಥೆಗಳ ವಿರುದ್ಧ ಸಮರ ಸಾರಿವೆ. ಈ ಸಂಸ್ಥೆಗಳ ಹಠಮಾರಿತನ ಧೋರಣೆಗೆ ಬೇಸತ್ತು ಹೊಸ ವ್ಯವಸ್ಥೆಯನ್ನೇ ಹುಟ್ಟಿ ಹಾಕುವ ಚಿಂತನೆ ಯಾವಾಗ ಹೊರಬಿತ್ತೋ, ಅಪಾಯವನ್ನು ಅರಿತ ಎರಡೂ ಸಂಸ್ಥೆಗಳು ಮತ್ತೆ ಮಾತುಕತೆಗೆ ಆಸಕ್ತಿ ತೋರಿಸಿವೆ. ಹೀಗಾಗಿ ಈ ವಾರ ಕನ್ನಡ ಸಿನಿಮಾಗಳು ಬಿಡುಗಡೆಯಾಗುತ್ತಿವೆ. ಆದರೆ, ಈ ಎರಡೂ ಸಂಸ್ಥೆಗಳು ತಮ್ಮ ಪಟ್ಟು ಸಡಿಲಿಸದೇ ಹೋದರೆ, ಮಾರ್ಚ್ 9ರಿಂದ ಕನ್ನಡ ಸಿನಿಮಾಗಳೂ ಇರುವುದಿಲ್ಲ. ಈಗಾಗಲೇ ತಮಿಳು, ತೆಲುಗು ಹಾಗೂ ಮಲಯಾಳಂ ಹೊಸ ಚಿತ್ರಗಳು ಇಂದಿನಿಂದ ಇಲ್ಲ.

ಇಷ್ಟಕ್ಕೂ ಇಷ್ಟು ದೊಡ್ಡ ಮಟ್ಟದಲ್ಲಿ 5 ರಾಜ್ಯಗಳ 4 ಭಾಷೆಗಳ ಚಿತ್ರ ನಿರ್ಮಾಪಕರು ಸಿಡಿದೇಳಲು ಕಾರಣವೇನು ಎಂದು ಹುಡುಕುತ್ತಾ ಹೊರಟರೆ ಸಿಗುವುದು ಯುಎಫ್‍ಓ ಮತ್ತು ಕ್ಯೂಬ್ ಸಂಸ್ಥೆಗಳ ಏಕಸ್ವಾಮ್ಯ ಮಾರುಕಟ್ಟೆ ಮತ್ತು ದುಬಾರಿ ದರದ ಕಥೆ.

ಸದ್ಯ ಇರುವ ವ್ಯವಸ್ಥೆಗಳಲ್ಲಿ ಡಿಜಿಟಲ್ ಪ್ರಸಾರವೇ ಎಲ್ಲ ಕಡೆ ಇರುವುದು. ಇದರ ಜವಾಬ್ದಾರಿ ಹೊತ್ತಿರುವ ಯುಎಫ್‍ಓ ಮತ್ತು ಕ್ಯೂಬ್ ಸಂಸ್ಥೆಗಳು ಹೆಚ್ಚೂ ಕಡಿಮೆ ಐದೂ ರಾಜ್ಯಗಳಲ್ಲಿ ಏಕಸ್ವಾಮ್ಯ ಸಾಧಿಸಿಬಿಟ್ಟಿವೆ. ಹೀಗಾಗಿ ಇವರು ವಿಧಿಸಿದ್ದೇ ದರ.

ಆರಂಭದಲ್ಲಿ ಕೆಲವೇ ಸಾವಿರ ರೂಪಾಯಿಗಳಿಗೆ ಸಿಗುತ್ತಿದ್ದ ಸೇವೆಗೆ, ಈಗ ನಿರ್ಮಾಪಕರು ಒಂದು ವಾರಕ್ಕೆ 27 ಸಾವಿರ ರೂ. ಪಾವತಿಸಬೇಕು. ಒಂದು ಥಿಯೇಟರ್‍ನಲ್ಲಿ ಅದು ಒಂದೇ ಒಂದು ಶೋ ಪ್ರದರ್ಶನವಾಗಲಿ, 27 ಸಾವಿರ ರೂ. ಕೊಡಲೇಬೇಕು. ಅದೇ ಥಿಯೇಟರ್‍ನಲ್ಲಿ ಬೇರೆ ಬೇರೆ ಶೋಗಳಲ್ಲಿ ಬೇರೆ ಬೇರೆ ಚಿತ್ರಗಳು ಪ್ರದರ್ಶನವಾದರೂ ಅಷ್ಟೆ, ಪ್ರತಿ ಚಿತ್ರಕ್ಕೂ 27 ಸಾವಿರ ರೂ. ಸೇವಾಶುಲ್ಕ ಕಟ್ಟಬೇಕು ನಿರ್ಮಾಪಕ.

ಇನ್ನು ಚಿತ್ರವನ್ನು ಈ ಕಂಪೆನಿಗಳಿಗೆ ಅಪ್‍ಲೋಡ್ ಮಾಡುವುದಕ್ಕೆ ಕಟ್ಟಬೇಕಾದ ಶುಲ್ಕವೂ ಪ್ರತ್ಯೇಕ. ಅದನ್ನು ಕಟ್ಟಬೇಕಾದವರೂ ಸ್ವತಃ ನಿರ್ಮಾಪಕರೇ. ಹೀಗೆ ಯಾವುದೇ ಹಂತದಲ್ಲಿ ರಿಯಾಯಿತಿ ಸಿಗುವುದಿಲ್ಲ. ಇನ್ನು ಇದರ ಹೊರತಾಗಿ ನಿರ್ಮಾಪಕರು ಥಿಯೇಟರ್‍ನವರಿಗೂ ಬಾಡಿಗೆ ಕೊಡುತ್ತಾರೆ. 

ಆದರೆ, ನಿರ್ಮಾಪಕನಿಂದಲೇ ದುಬಾರಿ ಶುಲ್ಕ ಪಡೆದು ಪ್ರದರ್ಶಿಸುವ ಸಿನಿಮಾದಲ್ಲಿ ಯುಎಫ್‍ಓದವರು ಜಾಹೀರಾತು ತುಂಬುತ್ತಾರೆ. ಈ ಜಾಹೀರಾತುಗಳಿಗೆ ಲಕ್ಷ ಲಕ್ಷ ಹಣ ವಸೂಲಿ ಮಾಡುತ್ತಾರೆ. ಅವುಗಳನ್ನು ಅವರು ಪ್ರಸಾರ ಮಾಡುವುದು ನಿರ್ಮಾಪಕರಿಂದ ಶುಲ್ಕ ಪಡೆದು ಪ್ರಸಾರ ಮಾಡುವ ಅವರದ್ದೇ ಸಿನಿಮಾಗಳ ಮಧ್ಯೆ. ನಿರ್ಮಾಪಕರೇ ಬಾಡಿಗೆ ಕಟ್ಟಿರುವ ಥಿಯೇಟರುಗಳಲ್ಲಿ. ಆದರೆ, ಈ ಜಾಹೀರಾತುಗಳಲ್ಲಿ ನಿರ್ಮಾಪಕರಿಗೆ ನಯಾಪೈಸೆ ಕೊಡುವುದಿಲ್ಲ.

ನಿರ್ಮಾಪಕರ ಬೇಡಿಕೆ ಇಷ್ಟೆ. ಕಂಪೆನಿಗಳು ಪಡೆಯುತ್ತಿರುವ ಜಾಹೀರಾತುಗಳಲ್ಲಿ ನಿರ್ಮಾಪಕರಿಗೂ ಲಾಭಾಂಶ ಕೊಡಬೇಕು ಹಾಗೂ ದುಬಾರಿ ಸೇವಾಶುಲ್ಕವನ್ನು ಕಡಿಮೆ ಮಾಡಬೇಕು. ಈ ಬೇಡಿಕೆಗೆ ಯುಎಫ್‍ಓ ಮತ್ತು ಕ್ಯೂಬ್ ಸಂಸ್ಥೆಗಳು ಒಪ್ಪದೇ ಇರುವದೇ ಈ ಪ್ರತಿಭಟನೆಗೆ ಕಾರಣ.

ಅಂದಹಾಗೆ, ಯುಎಫ್‍ಓ ಹಾಗೂ ಕ್ಯೂಬ್ ಸಂಸ್ಥೆಗಳು ಪಟ್ಟು ಸಡಿಲಿಸದೇ ಹೋದಲ್ಲಿ ಪ್ರತ್ಯೇಕ ಡಿಜಿಟಲ್ ವ್ಯವಸ್ಥೆಯೇ ಸಿದ್ಧವಾಗಬಹುದು. ಚಿತ್ರ ನಿರ್ಮಾಪಕರಲ್ಲಿ ಈ ಕುರಿತು ಕೂಡಾ ಚರ್ಚೆ ನಡೆಯುತ್ತಿವೆ. 

ದಕ್ಷಿಣ ಭಾರತ ಫಿಲಂ ಚೇಂಬರ್, ಯುಎಫ್‍ಓ ಹಾಗೂ ಕ್ಯೂಬ್ ಸಂಸ್ಥೆಗಳ ವಿರುದ್ಧ ಸಮರ ಸಾರಿರುವುದು ಗೊತ್ತಿದೆಯಷ್ಟೇ. ಮನಸೋ ಇಚ್ಛೆ ಶುಲ್ಕ ವಿಧಿಸುತ್ತಿದ್ದ ಸಂಸ್ಥೆಗಳ ವಿರುದ್ಧ ಕನ್ನಡ, ತೆಲುಗು, ತಮಿಳು ಚಿತ್ರೋದ್ಯಮದ ನಿರ್ಮಾಪಕರು ಸಿಡಿದೆದ್ದುಬಿಟ್ಟಿದ್ದಾರೆ. ಯಾವುದೇ ಸಂಧಾನಕ್ಕೆ ಬಗ್ಗದ, ನಿಲುವಿನಲ್ಲಿ ಸ್ವಲ್ಪವೂ ಬದಲಾವಣೆ ಮಾಡಿಕೊಳ್ಳದ ಎರಡೂ ಸಂಸ್ಥೆಗಳ ವಿರುದ್ಧ ಸಮರವನ್ನೇ ಸಾರಿದ್ದಾರೆ. ಹೀಗಾಗಿ ಮಾರ್ಚ್ 2ರಿಂದ ಈ ಸಂಸ್ಥೆಗಳಿಗೆ ಹೊಸ ಸಿನಿಮಾ ನೀಡುವುದನ್ನು ನಿಲ್ಲಿಸಲಾಗಿದೆ.

ಆದರೆ, ಕರ್ನಾಟಕ, ತಮಿಳುನಾಡು, ಆಂಧ್ರಪ್ರದೇಶ, ತೆಲಂಗಾಣ ಹಾಗೂ ಕೇರಳದಲ್ಲಿ ಈ ಎರಡು ಸಂಸ್ಥೆಗಳೇ ಏಕಸ್ವಾಮ್ಯ ಸಾಧಿಸಿವೆ. ಈ ಏಕಸ್ವಾಮ್ಯದಿಂದಲೇ ಈ ಎರಡೂ ಸಂಸ್ಥೆಗಳು ಹಠ ಹಿಡಿಯುತ್ತಿರುವುದು. ಹೀಗಾಗಿಯೇ ಈ ವಾರದಿಂದ ಹೊಸ ಸಿನಿಮಾಗಳು ಚಿತ್ರಮಂದಿರಕ್ಕೆ ಬರುತ್ತಿಲ್ಲ.

ಪೂರ್ವ ನಿಗಧಿಯಂತೆ ಮಾರ್ಚ್ ತಿಂಗಳಲ್ಲಿ 3 ಬರಬೇಕಿತ್ತು. ದಂಡುಪಾಳ್ಯ ಹಂತಕರ ಸರಣಿಯ 3ನೇ ಭಾಗ ಕನ್ನಡ ಮತ್ತು ತೆಲುಗು ಎರಡರಲ್ಲೂ ತೆರೆ ಕಾಣಬೇಕಿತ್ತು. ಚಿತ್ರ ಮುಂದಕ್ಕೆ ಹೋಗಿದೆ.

ಬಿಡುಗಡೆಗೆ ಎಲ್ಲವನ್ನೂ ಸಿದ್ಧಮಾಡಿಕೊಂಡಿದ್ದ ನಂಜುಂಡಿ ಕಲ್ಯಾಣ ಕೂಡಾ ಮುಂದೆ ಹೋಗಿದೆ.  ಹೀಗೆ.. ಹಲವು ಸಿನಿಮಾಗಳು ಬಿಡುಗಡೆಯನ್ನು ಮುಂದೆ ಹಾಕಿವೆ. ಇದು ಕೇವಲ ಕನ್ನಡದಲ್ಲಷ್ಟೇ ಅಲ್ಲ, ತಮಿಳು, ತೆಲುಗು ಹಾಗೂ ಮಲಯಾಳಂ ಚಿತ್ರಗಳೂ ರಿಲೀಸ್ ಆಗುತ್ತಿಲ್ಲ.
